Yes, if it was at one time public in the internet, it will surely be forever in the internet. That's correct, but I don't think you should support that behaviour. I think the easiest idea would be to remove that stuff if someones asks for that. It should not happen often enough to hav significant influence on the time needed to moderate the site. That makes everyone happy: users can remove they infos if needed, and you don't have to change the site's programming.

When you block someone from sending you a private message you should be blocked from sending them a message as well.
There are two reasons for this being:
1. There is no point in you being able to send messages without receiving them other than being a giant troll.
2. The person that has blocked you has forgotten and then sends you a message you cannot reply to.
The 2nd has happened pretty often, there is no way of telling them I'm blocked and cannot reply other than the forum or their other social accounts and honestly I can't be bothered in doing that.

I'd like to suggest a little notice (like the ones you receive when you get a PM) when someone quotes one of your posts or when someone tags your user name (@ xsiN:) in a thread.

There must be some impediments to not let newly registered people do anything immediately. Like in 5 days after registering, their status should be like "Newbie" who can't post a comment, upload file or send a PM to someone. In the end of 5 days, they'll be "User" and will able to do anything they want.
This suggest can also be identified as a bot prohibitory.
I was about to suggest that. Such a notification will be cool ,no doubt.
