What do you mean by that? I had this idea before...

They're supposed to load. You just have to do it like this; change the name of the file "buildings.png" to "buildings_default.png" then add the new file with the name buildings.png because if the file already exists it'll get overwritten. This should work properly, when you pack the files into the zip you do the same thing.
