(you can disable these downloads in the net options of the game if you don't want the game to download stuff from servers)
If you don't want to actually download and save the images, just go to CS2D Options > Net > Download files > None. Then once you join the server it wont actually download into your folder, just take a few seconds/minutes to join the server.

you will never see these graphics in the game then. might lead to some stupid results on some servers.
Servertransfer will only transfer gfx and sfx only, exe files or anything else will be ignored so you can be safe

On-topic: Yes as DC said, those are downloadable stuff from the server that can be disabled.
