You can use various commands to influence this behavior:
mp_idlekick 0 to completely disable it mp_idletime to change the duration until something happens mp_idleaction to change the actionI don't know why
Seekay showed the command sv_rconusers. It is totally unrelated in my opinion. DC has written Glix! It's very confusing and pointless! 1
