My idea is: write it by yourself and buy a domain.
Why buying a domain lol?
Just make a forum and use a .tk sumdomain to make your link short.

Do know what does he mean by how to create a web? He mean that he is annoying guy who is posting random shit on forum and archive.
Well, let's be patient.
To make a web, you need some help from onother guys, their work is to make a good web. And your money will say something to them, OR you can have a shitty free domain and eat random crap.
So, what's your choise?
